General Assembly

In the leadership of the Prime Minister or the Minister that he/she assigns,

It consists of other ministers, and public and private representatives assigned by the Prime Minister considering one of the Ministers of economy that the Prime Minister assigns, the Minister of Finance, the Minister of Education, the Minister of Labor and Social Security, the Minister of Industry and Trade, Undersecretary of the State Planning Organization, Undersecretary of Foreign Trade, Undersecretary of Ministry of Industry and Trade, one of the Technical University Rectors that will be assigned by Board of Higher Education for 2 year periods and respectively since their date of establishment, President of Turkish Scientific and Technical Research Establishment, President of Social Security Institution, General Secretary of National Productivity Center, President of Turkish Standards Institution, President of Administrative Board of the Union of Chambers and Commodity Exchanges of Turkey, President of Union of Chambers of Turkish Engineers and Architects, President of Chamber of Mechanical Engineers, President of Chambers of Electrical and Electronics Engineering, President of Chamber of Chemical Engineers, President of Chamber of Metallurgical Engineers, President of Chamber of Civil Engineers, President of Chamber of Architects, President of Turkish Tradesmen and Artisans Confederation, General President of Turkish Tradesmen and Artisans Cooperative Union, Board Chairman of Union of Chambers of Certified Public Accountants of Turkey, President of Union of Banks of Turkey, General Director of Türkiye Halk Bankası, General Director of Development Bank of Turkey, other general bank presidents approved by the Ministry, chamber of commerce chosen by General Assembly of Turkish Union of Chambers and Exchange Commodities, a total of 5 board chairmen at least two of whom are chosen among the presidents of chamber of commerce and chamber of commerce and industry, President of Supreme Board of Organized Industrial Zones, 2 Union Presidents selected by General Assembly of Turkish Tradesmen and Artisans Confederation, President of Hardware Artisans Federation, President of Electric- Electronic and the Like Technicians Tradesmen and Artisans Federation, President of Woodwork Federation, President of Association of Turkish Travel Agencies, President of Turkish Medium Sized Enterprises Self-Employed and Managers Foundation, and General Assembly agenda.

The General Assembly meets at least once a year on the invitation of the Prime Minister. The General Assembly meets with absolute majority of the members and the decisions are taken with absolute majority of the participants. In the event that the votes are equal, the vote of the President of the General Assembly is counted as two votes.

General Assembly secretary duties are carried out by the presidency.

Duties of the General Assembly

Taking development and supporting decisions regarding the enterprises, planning the implementations and taking precautions to provide coordination, giving regulating orders, examining the annual activity reports of the Ministry, determining the rules of annual working programme and making suggestions in line with Development Plan and Programmes aiming to help enterprises accommodate themselves to technological developments and free competition environment.

Executive Committee

Executive Committee consists of Undersecretary of State Planning Organization; Advisor to Treasury; Undersecretary of Minister of Finance; Undersecretary of Ministry of Industry and Trade; President of Administrative Board of the Union of Chambers and Commodity Exchanges of Turkey; President of Turkish Tradesmen and Artisans Confederation; and Technical University Rector, President of Turkish Scientific and Technical Researches Institution, and President of Administration under the chairmanship of Minister of Industry and Trade. Executive Committee meets at least once in two months upon the invitation of President of Executive Committee with one more than half of the total member number. The decision is taken with absolute majority of the participants. In the event that the votes are equal, the vote of the President of Executive Committee Is counted as two votes. Executive Committee secretary duties are carried out by the Administrative Department.

Duties of Executive Committee

a) Taking the decision regarding the development and support for enterprises in line with policies, aims,-targets, and principles determined by the General Assembly,

b) Approving budget, personnel strength, number of temporal advisors, and daily amounts to be paid to the personnel arranged by the Ministry,

c) Examining the Legislation drafts prepared according to this Act by the Ministry regarding working procedures and principles of Small and Medium Industry Development Organization's agencies and Implementing the favored Legislations by finalizing them In 6 months since the implementation of this Act,

d) Taking decisions regarding the acquisition, management, and when necessary, sale of the properties needed by the Ministry after the approval of the General Assembly.
